Soft-delete a service account.
Lifecycle is packed with the SA: best-effort AdminDeleteClient against Hydra (revoking the OAuth2 client_credentials registration) before the DB soft-delete. A Hydra-side failure does NOT block the SA delete — the orphan Hydra client is recoverable by a periodic reaper job, while a half-deleted SA in the wallet DB would be operationally worse.
Requires: Bearer token, X-Country header, AAL2. In live mode this also requires the application to be KYB verified.
